BATAM – The Provincial Government (Pemprov) of Riau is asking to be given access to find out the deduction component and other levies in the calculation of oil and gas profit sharing funds (DBH). He directed the request to the Ministry of Finance (Ministry of Finance) and the Ministry of Energy and Mineral Resources (ESDM) with the aim of the welfare of the community in Riau in the future.
Regional Secretary (Sekda) of Riau Province, Ahmad Hijazi, said that the request was related to the Government Regulation concerning DBH which stated that the central government was reconciling with the regional government. In Article 28 – PP Number 55/2005 concerning Balancing Funds, states “(1) the calculation of realization of SDA DBH is conducted quarterly through a mechanism of data reconciliation between the central government and producing regions except for SDA Fisheries DBH. (2), in realization of DBH SDA originates from the receipt of petroleum mining and / or natural gas, the calculation is based on the realization of oil and / or natural gas lifting from the Technical Department.
“This is one form of coordination and consultation regarding the transparency of oil and gas DBH recalculation,” Ahmad Hijazi said while giving a presentation in the Focusive Group Transparency Initiative (EITI) Indonesia Focus Group Discussion at Aston Batam Hotel, Riau Islands Province (Kepri) , Monday (9/4/2018).
He explained, the balance fund / transfer funds to the regions based on the types of DBH consisted of two namely Tax DBH and SDA DBH. Which one. Tax DBH in the form of Land and Building Tax (PBB), Land and Building Acquisition Fees (BPHTB), Domestic Individual Taxpayer Income Tax (WPODN) and Article 21 Income Tax.
